DD FreeDish Auction To Resume In February, Different Reserve Prices For GEC, News & Regional Channels | 16 January 2019

Almost eighteen months after it put off its last e-auction for Doordarshan’s FreeDish, Prasar Bharati has now announced its 38th e-auction for 11 February with differential reserve prices for general entertainment, news and regional channels.

After the auction slated for 22 August 2017 was put off as the public service broadcaster wanted to revise its policy, some aspirant channels had approached TDSAT challenging the decision. While rejecting an inteim formula drawn up by Doordarshan, the Tribunal on 28 October 2017 gave some relief to the petitioners and possible discrimination vis-a-vis those who have been earlier granted continuity on pro-rata basis through an interim order.

Guided partly by the TDSAT order, Prasar Bharati has fixed the Reserve price for its vacancies in MPEG-2 under which all GEC (Hindi) Channels, Teleshopping channels will have a reserve price of Rs15 crore; All Movie (Hindi) Channels Rs12 Crore; all Music (Hindi) Channels, Sports (Hindi) Channels, GEC (Bhojpuri), Movies (Bhojpuri) Rs10 Crore; News & Current Affairs (Hindi) Channels, News & Current Affairs (English) and News & Current Affairs (Punjabi) Channels Rs.7 Crore; and all other remaining Genre (Language) Channels Rs 6 Crore.

With the completion of MPEG4 trials, the total strength of the platform will go up to 104, over the next few months. Thus channels licensed for MPEG4 can also bid. Applications have to be received by 6 February.

The channel/company desirous of participating in the e-auction may apply in the prescribed Bidder Registration form along with requisite fee and all documents, as mentioned in Bidder Registration form, which is available on the website, http://doordarshan.gov.in and http://prasarbharati.gov.in

The applicants will be required to furnish the following Demand Drafts along with Bidder Registration form:

1) Non-refundable processing fee of Rs 25,000 through Demand Draft/RTGS/NEFT from any scheduled bank in favour of PB (BCI), Doordarshan Commercial Service, New Delhi.

  1. ii) Demand Draft of Rs 1.50 Crore from any scheduled bank in favour of PB (BCI) Doordarshan Commercial Service, New Delhi, towardsparticipation fee.

iii) For unsuccessful bidders, participation fee will be refunded within three weeks after the declaration of the results of e-auction. For successful bidders, participation fee will be adjusted in the final instalment (11t h instalment in the 11th month) of the carriage fee/bid amount.
