DAS Implementation

1) Aap fauj ki background se Cable TV mein kaise aa gaye? Is change ke bare mein bataayein?

Indian Army mein maien Corps of Electronics and Mechanical Engineering mein permanent commissioned officer tha. NDA se lekar Staff College (Military Sciences and Management) tak  training aur education fauj mein hi hui. Sirf Maiene economics mein graduation aur PG diploma in Business and Industrial Management apne aap kiya. 24 saal Indian Army ki service ke baad, jismein teen wars dekhin, pre-mature voluntary retirement le liya. Private sector mein aaj 32 saal ho gaye hain. Ismein 29 years wireline broadcasting, jisko aam log Cable TV kahte hain, mein guzare hain. Ismein hardware manufacturing, network design, supply, installation, testing and commissioning ka experience shamil hai. Iske alaawa, National MSO mein projects, three earth stations( 2 DTH aur ek HITS) establish karne ka avsar mila. Iske alaawa 23 saal se BIS mein Indian Standards likhne ka bhi tajurba hai. 30 se zyada is subject par articles publish kiye hain.Har insaan kam karne ke mauqon aur tajurbon se seekhta hai. Maiene bhi haathon se kaam kar ke seekha hai aur kafi logon ko sikhlaya hai.

2) DAS ke bare mein aap ke kya vichar hain?

DAS act ko subscriber ke hith mein paarit kiya gaya tha. Aisa sarkar ka kahna hai. Iske khaas pahlu the PAHLA TV programs ki lagaatar barhauti, transmission medium par parivahan ki kshamta ko digitization ke zariye barhana, DUSRA subscriber ko choice dena ki woh pasandida programs select kare, order kare aur ordered programs ke mutabiq bill karne par bhugtaan kare aur bhugtaan ki rasid hasil kare, TEESRA subscriber itemized bill milne par hi bhugtaan kare,CHAUTHA subscriber ko 18 ghante roz aur 365 din lagaatar customer care ki suvidha pradan ki jaye, PANCHWAN Pay TV Broadcaster, taxation authorities, Headend Service Provider(HSP) ko sahi aur nirdharit anupat mein revenue ka share mil sake. Meri samajh ke anusaar yeh sab nahin hua. Jo hua woh yeh hai ki program transmission bath gaya jisme 106 channel ki kshamta mein 800 se zyada programs transmit hone lage, Analog transmission lagbhag band ho gaya, subscriber par digital set top box (STB) thop diye gaye jinmein headend se prasarit saare programs dikhte hain, pahle ki tarah hi fixed monthly charges par cable operator baghair bill aur rasid ke subscriber se monthly charges wasulta hai.Customer care ki suvidha sthapit hi nahin hui. Toh DAS Act ka uddeshya toh haasil hi nahin hua.

3) Kya Kya nahin hua?

PAHLA Subscriber Application Form bhar kar Subscriber ID ka nirman nahin hua DUSRA Set Top Box HSP ke store se subscriber ID, STB Ser No aur Viewing Card Ser No ke saath pair kar ke issue nahin kiye gaye (agar yeh bhi maan liya jaaye ki subscribe toh maujud that oh STB fit karte samay rate card dikha kar technician ko form bharwa kar, aur STB Ser No aur Viewing Card Ser No installation report bhar kar Headend mein daakhil karna chahiye tha taa ki HSP ke account department main Subscriber ID ankit ki jaati aur SMS mein yeh byora bhara jaata aur itemized bill banaye jaa sakte),TEESRA Subscriber ko Manual of Practice (MoP) nahin issue kiya gaya aur naa hi unko Customer Care ke Vishay mein avgat karvaya gaya. CHAUTHA  Customer Care toh prachalan mein aaya hi nahin. Aaj poore desh mein kahin bhi itemized bill nahin banta. Subscriber ko DAS ke bare mein kuch bhi pataa nahin hai aur zyadtar technicians ko bhi apni zimmedariyon ke Vishay mein jaankari nahin hai.Sirf gharon mein subscriber se paise lekar STB laga dene se DAS sampann nahin maana ja sakta. Aur dukh ki baat hai ki adhikari gan bhi sahi aankalan nahin karte lagte hain.

4) Lekin MIB ka daawa hai ki Phases I aur II mein 100% aur Phase III mein 80% DAS  laagu ho chukka hai. Kya aap is daave se sahmat hain?

MIB mein kisi ne bhi zamini nirikshan nahin kiya hai. HSP task force ko batlate hain ki kitne set top box cable operator ko issue kar diye gaye. Aur MIB is aankre ko DAS ki saphalta ka soochank maan leti hai. Yadi DAS ki sahi check list banaayi jaye to  usmein lagbhag 14 prashna honge. Aur mera manna haim ki 14 mein se 2.5 se adhik ka  paalan nahin hua haI. Toh kya 14 mein se sirf 2.5 ki bharpai ko DAS sthapna ka soochak manna sahi ho sakta haI ?

5) Aap ki aisi raaye ka aadhar kya hai?

Mujhe ek aisi study ki jaankari hai jis mein Delhi aur Patna mein 10-10 hazaar gharon ka sarvekshan kiya gaya aur ubhar kar aaya ki (i) Subscriber nahin jaanta DAS kya hai jabki DAS uske fayede ke liye parliament ne paarit kiya (ii)subscriber ke ghar mein paise le kar sirf Set Top Box lagwa diya gaya jiske baad picture quality avashya pahle se achchi ho gayee (iii) Na koi rate card dikhaya gaya, na koi form bharwaya gaya, (iv) koi itemized bill nahin milta; pahle ki tarah ek subscriber card ya register le kar log monthly charge le jaate hain(v)koi rasid nahin milti (vi) subscriber Broadcaster, MSO ya Cable operator ko bhi nahin jaante; technician jisko woh Cable Wala kahte ka mobile number avashya unke paas hai (vii)koi MoP nahin issue hua (viii) Call centre ke praavdhan ke bare mein koi jaankari nahin hai aur(ix)Nodal officer ka naam tak nahin suna. Sankshep mein yeh jaankari ubhar kar aayee.

6) Aap ke mutabiq aisa kyon hua?

DAS bill subscriber ke hit mein paarit hua tha. Subscriber ko service milti hai Cable Operator ke technician se. Subscriber ke liye woh hi cable wala hai. Cable Operator ki koi technical ya DAS awareness ki training nahin hui.Kisi ko usko DAS samjhana tha, Application form bharna sikhana tha, rate card aur MoP dikhla aur samjha kar Set Top Box lagaane ke liye bhejna tha, Form aur Installation Report bharkar STB aur Viewing Card ke byore ke saath Headend mein SMS mein entry aur Subscriber ID banwane ke liye bhejna tha. Technically technician ko analog aur digital CATV ka prashikshan dena tha aur Digital parameters vse avgat karwana tha. Shayad MIB ke staff ko bhi in baarikiyon ya toh jaankari ya tajurba nahin tha. Ohdedaari mein unki jawab daari toh waise bhi nahin banti hai. Lekin hairat ki baat toh yeh hai ki DAS Act paarit hone ke chaar saal ke baad bhi kisi ko iske sahi laagu na ho pane  ki koi bhi chinta hi nahin dikhai padti hai.

Cable TV Networking ke sanchalan mein aham kirdar hain  MSOA yaani Headend Service Provider (Jinko MIB se registration prapt hai aur jo encoding, encryption, multiplexing,  modulation, combining aur  wireline transmission kar sakte hain) aur Cable Operator jinke paas Department of Post ka registration hai keval network par HSP ki transport stream ko subscriber tak pahunchane ka.

National MSOs ke staff mein marketing aur finance department mein toh management qualified staff employed hai. Lekin unke technical staff mein, jo ki headend manage karte hain, shayad hi kuch log SCTE, Cable Labs ya BES members hain.  Wireless ya Wireline Broadcast Engineering toh India mei parhai hi nahin jaati. Is liye kisi recognised engineering institution dwara pramanit qualification ki ummid rakhna bekar hai. Jobs change kar ke aur pahle vendors ke saath kaam kar ke Headend Operation zarur seeka hua lagta hai. Lekin professional headend management, jis mein QoS(Quality of Service) aur QoE(Quality of Experience) ki compliance aur assurance  ki aapeksha ki jaa sake, mushkil hi lagta hai. Iska seedha asar padta hai subscriber ko service dene wale technician ki training par jo QoS ko darshata hai. Yeh bahut bada abhav hai.

Aise hi Cable Operators ke technicians ka bhi haal hai. Unko train hi nahin kiya gaya Digital India mahaul ke liye. Na unko vendors kle saath training ka mauqa mila, na Cable Operator ne inko train karwaya aur na hi kisi ITI mein yeh subject sikhlaya ja raha hai. Cable Operators technician ki training mein nivesh nahin karna chahte. Unko dar hai ki upskilling ke baad technician pagaar mein barhauti mangenge ya phir kisi aur ko join kar lenge. Is liye unka training par kharch fizul hoga.

Vidambana yeh ki shayad CATV service yeh bhi nahin jaanjte ki woh kya nahin jaante.

Aisi halat mein DIGITAL INDIA ke mahaul mein Cable TV business kaise labhanvit ho payega.

7) Agar 4 saal ke baad soorate haal aisi hai to ab kya ho sakta hai ?

Dekhiye !  MIB toh shayad nahin sweekar karegi ki DAS implementation niyaman ke anusaar nahin hua. Subscriber ko pahle se adhik program( naa ki channel kyonki technically ab ek 7-8 MHz ki channel mei 10 se 24 program compress kiye jaa rahe hain magar log program ko channel hi kahte hain) pahle ki tarah ek fixed monthly subscription par mil rahi hai, program ke chayan ka adhikar haasil hi nahin hua, addressability toh aayee hi nahin. Headend Service Provider act ke mutabiq subscriber ko bill nahin kar paaye toh Task Force ke dabav mein Cable Operator ko STBs ki ginti ke mutabiq bill karna shuru kar diya jismein broadcaster aur tax pranali ko fayda ho jayega. Agar CAS aur SMS laagu hi nahin ho sakta to phir parliament mein sanshodhan karwa ke iska naam badal kar Digital Addressable System ki jagah Digital CATV System karwa dena chahiye. Aise kanoon ka kya fayeda jis par amal nahin ho sakta.
