Cable Operators Welfare Federation (COWF) India has expressed their views on New Tariff Order ( NTO – 2) implemented by Telecom Regulatory Authority of India (TRAI).

COWF has said in its written statements that TRAI should create a mechanism where local cable operators (LCOs) will have access to critical and essential information from the MSO. The MSOs invariably keep the LCO in the dark on matters of concern to LCO & Subscribers which includes Bouquet formation and Network pricing (DRP), Logic for Best-Fit Plans, Set Top Box ownership status and migration facilitation. So, TRAI should look into the matter & take steps to resolve the MSO – LCO disputes in quick time & at Stale levels and bring transparency in the same.
The association added that Content on OTT should be priced at same tariff as on DPO Networks and made available for the asking on identical, equitable terms to all Players.
MSOs do not share marketing commission / profits with the local cable operators (LCOs) who are actively engaged in Sales & Marketing. TRAI should redefine revenue model for MSO – LCO sharing.
COWF has requested TRAI to take steps to resolve the MSO – LCO disputes immediately.
