Today Delhi Government has released lockdown 4.0 guidelines & relaxations.
Some activities allowed in Delhi & various other activities will remain prohibited during lockdown 4.

Following Activities Strictly Prohibited
Stepping out of homes between 7 pm to 7am, except for essential services will be prohibited.
All social gatherings, schools, colleges, swimming pools, metro services to remain closed.
No car pooling will be allowed.
Barber shops, spas & saloons to remain closed for now.
All cinema halls, shopping malls, gymnasiums, swimming pools, entertainment parks, thatres, bars, auditoriums, assembly halls & similar places.
All social, political, sports, entertainment, academic, cultural, religious functions, other gatherings.
All religious places, places of worship shall be closed for public. Religious congregations are strictly prohibited.
Measures for well being and safety of persons:
The movement of individuals shall remain strictly prohibited between 7.00 p.m. to 7.00 a.m. except for essential activities.
Persons above 65 years of age, persons with co-morbidities, pregnant woman, and children below the age of 10 years shall stay at home, except for essential and health purposes.
Following Activities Allowed
(Conditions may apply in some cases)
Buses will be allowed to run in Delhi with not more than 20 passengers. They will be screened before he/she boards the bus. Social distancing rules should be followed inside the bus.
Taxis, Cabs will be allowed with 2 passengers only at a time. E-rickshaws can ferry one person at a time.
Only essential services allowed in containment zone.
All Government & Private offices may start their services with full workforce but its recommended to work from home.
All markets & complexes to open with odd even rule, all stand-alone neighborhood shop can open.
Construction activities will be allowed only with labourers who are residing in Delhi at present.
Restaurants shall be permitted to operate kitchens for home delivery of food items.
sports complexes and stadium will be permitted to oepn , however spectators will not be allowed.
Maximum 1 passenger in Autorikshaws / e-rikshaws / cycle-rikshaws, maximum 2 passengers allowed in taxis / cabs / school cabs.
Before entering into the bus, each passenger shall be screened through thermal gun on best effort basis.
Social distancing shall be ensured by Transport department at all bus stands / depots by deploying adequate number of marshalls.
Four wheeler vehicles will have maximum two passengers besides the vehicle driver.
Shops & Markets
All market & market complexes shall remain open on odd-even basis viz. shops would open on alternate days depending on their shop number.
This implies that 50% of the shops shall be opened. However shops selling essential goods including books and stationery shops, fan shops in markets & market complexes are permitted to open on all days. Market associations & DDMA (District level) and Deputy Labour Commissioner would be responsible to ensure this stipulation.
All stans alone (single) shops, neighbourhood (colony) shops & shops in residentail complexes are permitted to remain open without any distinction of essential & non -essential.
In order to ensure staggering of work / business hours, industrial establishments shall be permitted to function in staggered business hours.
Industrial firms whose registered name starts with M/s A to M/s L may funciton from 7: 30 am to 5: 3.pm, whereas firms whose registered name starts with M/S M to M/s Z may function from 8:30am to 6:30 pm.
Np passes / e-passes for movement for any permitted activities from any authority shall be required.
In the Containment Zones, only essential activities shall be allowed. There shall be strict perimeter control to ensure
that there is no movement of people in or out of these zones, except for medical emergencies and for maintaining supply of essential goods and services.
In the containment zones, there shall be intensive contact tracing, house to house surveillance and other clinical interventions as required.
All other activities will be permitted (industrial / commercial), except those which are specifically prohibited.
Inter – State and Intra State movement of medical professionals, nurses and para medical staff, sanitaiton personnel and ambulances shall be allowed without any restriction.
Inter-State movement of all types of goods / cargo including empty trucks shall be allowed.
Movement of any type of goods / cargo for cross land border trade under Treaties with neighbouring countries shall not be stopped by the authorities of NCT of Delhi.
Use of Aarogya Setu which enables early identification of potential risk of infection and thus acts as a shield for individuals and the community.
With a view to ensuring safety in offices and work places, employers on best efforts basis should ensure that Aarogya Setu is installed by all employees having compatible mobile phones.
Any person violating these measures will be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act 2005 besides legal action under Sec 188 of the IPC, and other legal provisions as applicable.
